Zusammenfassung:Disclosed are an energizing device and an energizing method, both of which can increase a current that flows between materials of interest even when the contact resistance obtained by directly contacting the materials with each other is high. Specifically disclosed is an energizing device (100) for applying an electricity between materials of interest, which comprises: an adsorbent (11); an electrode (12) of which the contact resistance obtained when the electrode (12) is brought into contact with the adsorbent (11) directly without pressing the electrode (12) to the adsorbent (11) is higher than at least the electric resistance inherent to the adsorbent (11) itself; a screw (16) which presses the adsorbent (11) and the electrode (12) so that the adsorbent (11) and the electrode (12) come close to each other; and carbon fibers (15) which are intercalated between the adsorbent (11) and the electrode (12), and of which the degree of deformation becomes larger than those of the adsorbent (11) and the electrode (
