The mechanism comprises a clutch pedal and a brake pedal which are fixed on the same rotation shaft, wherein a brake light switch sensor is arranged on a brake pedal arm; an angle displacement sensor is arranged at one end, which is close to the brake pedal, of the rotation shaft, and a clutch switch signal sensor is arranged on a clutch pedal arm; an energy recovery system of the pure electric vehicle comprises the clutch and brake mechanism of the pure electric vehicle, a vehicle control unit, a motor, a battery and a brake light; when a driver steps on the clutch pedal or the brake pedal, the sensors convert the brake operation into an electric signal and sends the electric signal to the vehicle control unit, the vehicle control unit judges a brake intention and brake intensity and sends a command to the motor so as to control the rotation speed of the motor and switch-on and switch-off of the brake light.
