The optical polarization beam splitter-combiner can solve a problem that an existing polarization beam splitter cannot satisfy requirements of loss, crosstalk, integration, and dimension simultaneously. The optical polarization beam splitter-combiner comprises a cladding, a lower wave-guiding layer, and an upper wave-guiding layer, grown on a substrate in sequence from bottom to top. The upper wave-guiding layer is a graph layer, comprising an input waveguide, a first collimating lens, a grating prism wedge, a second collimating lens, a first output waveguide, and a second output waveguide disposed along a z direction in sequence.
