Zusammenfassung:	The invention discloses a flash evaporating device and a method for recovering steam by utilizing the flash evaporating device. The flash evaporating device comprises a flash evaporating chamber, a liquid inlet pipe, a liquid drain pipe, a blender and a steam pipe, wherein the liquid inlet pipe and the liquid drain pipe are connected with the flash evaporating chamber; the blender is connected with the upper part of the flash evaporating chamber and is provided with a blending shaft extending to the flash evaporating chamber and a blending blade arranged at the bottom end of the blending shaft; and the steam pipe is connected with the flash evaporating chamber and is provided with a valve. With the adoption of the flash evaporating device, high pressure steam in the flash evaporating chamber can be collected by utilizing the steam pipe connected with the flash evaporating chamber, preheating treatment can be carried out on the process requiring heating and preheating in the production process by utilizing the
