The invention relates to a cold heavy oil production stratum crude oil viscosity reducing agent which is used in stratum crude oil processing in cold heavy oil production for improving stratum crude oil fluidity. The crude oil viscosity reducing agent comprises components of, by weight: 10.2-11.5% of N,N-sodium oleoyl ditaurinate, 18.6-19.0% of lauroyl sodium methyl taurinate, 15.3-15.8% of sec-alkyl sodium sulfate, 3.5-4.5% of an emulsifying agent OPE-12, 0.1-0.15% of sodium oleate, 0.1-0.15% of sodium hydroxide, and balance of water. A total amount of the components is 100% by weight. With the crude oil viscosity reducing agent provided by the invention, the viscosity of heavy oil in an oil reservoir can be reduced; heavy oil fluidity in the oil reservoir can be improved, and the problem of the difficulty for heavy oil in an underground oil reservoir to flow into a shaft is solved.
