Zusammenfassung:	Disclosed is an idling stop control unit (ISCU) in a vehicle provided with an air conditioning unit (S) which controls the air conditioning state of the interior of the vehicle. The idling stop control unit is provided with an idling stop prohibiting means for performing an operation wherein, if a switch for changing an air conditioning state is operated during an idling stop where an engine (10) has stopped with the vehicle at a stop, then the idling stop is suspended and the engine (10) is restarted, and prohibition is implemented against the execution of an idling stop; and an idling stop permission means for automatically lifting the aforementioned prohibition when predetermined conditions are met and enabling an idling stop to be executed.
