The two-stage pressing manhole device comprises a manhole cover, a lock pin device, a manhole collar device and a pressing device, wherein the manhole collar device comprises retaining rings, a rotating shaft, a rib plate and pressing lug plates, the manhole cover is hinged to the manhole collar device through the rotating shaft, the lock pin device penetrates through the manhole cover and the pressing lug plates, and the pressing device comprises a pressing shaft and pressing shaft connecting plates. The pressing shaft penetrates through upper shaft holes of the pressing shaft connecting plates, the rotating shaft penetrates through lower shaft holes of the pressing shaft connecting plates and retaining rings, and the pressing shaft can rotate in the pressing shaft connecting plates.
