Video control system in video monitoring system and method

The invention provides a video control system in a video monitoring system and a method. The video control system at least comprises a draggable electronic map, a virtual television wall and a computer with two displays, each camera indicated in the draggable electronic map can be dragged to the virtual television wall by the aid of a mouse, and the video control system controls switching of videos in an actual television wall in a dragging switching mode or a scenario switching mode. By the aid of the video control method, switching of the videos in the actual television wall is controlled in the dragging switching mode or the scenario switching mode after initialization operation of the virtual television wall completed according to a configuration file and the virtual television wall is in a running state, and a user can simply and quickly acquire required video only by means of releasing the mouse.
