The invention provides low molecular weight hydroxyl silicone oil and a preparation method thereof. The preparation method comprises the following steps: mixing low molecular weight alcohol with methylcyclosiloxane in weight ratio of 0.2-1; then, adding a base catalyst; reacting for 2-8 hours at the temperature of 60-100 DEG C; then, cooling reaction liquid to 20-25 DEG C; standing the reaction liquid for layering; taking out silicone oil of the lower layer by utilizing a liquid separation device; adding a dilute acid solution; performing a neutralization reaction at the temperature of 25-60 DEG C; regulating pH to be 7.0; then, washing for two times by utilizing deionized water; centrifugally separating to remove the water to obtain coarse silicone oil; and reducing the pressure of the coarse silicone oil at the temperature of 95 DEG C so as to remove low-boiling-point substances to obtain the required low molecular weight hydroxyl silicone oil.
