Zusammenfassung:	The invention provides a starting control device and a method used for a fuel cell system. The starting control device comprises a concentration meter, a hydrogen supply rate controller, and a controller. The concentration meter can be used to measure the oxygen concentration in the positive pole of the fuel cell group. The hydrogen supply rate controller can be arranged at the inlet of the positive pole. The controller can be used to receive the oxygen concentration value from the concentration meter, and at the same time, to control the hydrogen supply rate controller to adjust the hydrogen supply rate supplied to the positive pole.
