The storage tank is connected with the laminated receiving system through a downstream pipeline. The receiving-board receiving system is arranged above the laminated receiving system. The receiving-board receiving system comprises a fixed frame. Both ends of the top of the fixed frame are respectively provided with a wind power sensing device. The middle part of the top of the fixed frame is provided with a rainwater sensing device. The middle part of the fixed frame is provided with a plurality of receiving boards. The laminated receiving system is fixed at the bottom of the fixed frame. The laminated receiving system is formed by a plurality of laminated receiving boards.
