A plate-like shutter 50 is provided, which has, when the distal end of a pressure foot 7 is not abutted on the workpiece 20, one end positioned on an upper side from the lower end of the ventilation hole 8 opened to the outer surface of the pressure foot 7 when the distal end of the pressure foot 7 is not abutted on the workpiece 20 by a distance equal to a distance from the distal end of the pressure foot 7 when the distal end of the pressure foot 7 is not abutted on the workpiece 20 to a distal end of the tool 6 and the other end held on the holder 2. When the distal end of the tool 6 is abutted on the upper surface of the workpiece 20, the space 31 is shut from the outside air by the shutter 50.
