The invention discloses an issuing control method for signaling frames and a base station. The method comprises the following steps of: replacing the quantity of the signaling frames issued by speech frames within the specified time of BS (Base Station) monitoring in a service state in a cluster system; if the quantity of the monitored signaling frames is not smaller than the preset specified threshold, discarding the signaling frames when next previous frame is judged to need replacing a signaling frame issued by the speech frame. By adopting the technical scheme of the invention, the problem that the speech quality of cluster call is seriously influenced because a large amount of speech frames are replaced by the signaling frames in the prior art is solved.
