In the preparation method, cheap calcium sulfate powder is taken as a matrix material, and the surface of the calcium sulfate powder is uniformly coated with tin antimony oxide microparticles with high conductivity so as to form the coated conductive powder with conductivity. The preparation method comprises the following steps of: dispersing the calcium sulfate powder into an organic system; controlling the pH value of a mixed solution containing tin ions and antimony ions within a certain range by using acid; dripping the mixed solution, together with an alkali solution at a certain concentration, into a suspension of calcium sulfate micropowder or calcium sulfate whiskers with stirring; and washing,filtering, drying and calcining to obtain coated conductive calcium sulfate powder.
