The method comprises the steps of: placing the rubber seed oil as the main raw material in a hydrolysis reaction kettle for medium-pressure hydrolysis, hydrolyzing to obtain mixed fatty acid, adding sodium sulfate as an electrolyte and sodium octylsulfate as an emulsifying agent, uniformly stirring, centrifugally separating to obtain two kinds of mixed fatty acid, adding sodium hydroxide for carrying out quaternization, and then adding an additive to obtain the collophanite froth flotation collecting agent.
