The method comprises the following steps: obtaining an emergency incident contingency plant participating in reconstruction, and determining scene processes contained in each emergency incident contingency plan; combining every two of the scene processes in different emergency incident contingency plans, and eliminating the scene process combination with mutually exclusive scene processes according to a preset scene process mutual exclusive rule so as to determine reasonable scene process combinations; combining two scene processes in each reasonable scene process combination to obtain an intermediate plan; and combining all the intermediate plans to obtain a complete reconstructed emergency incident contingency plan which is applied to contingency treatment on an emergency incident.
