Zusammenfassung:	The invention provides a heat exchanger, an environment testing device and a producing method of the heat exchanger. The heat exchanger (10) comprises a heat transfer pipe (12) having a hairpin bend pipe (20) and a U-shaped bend (24), a radiating fin (15) externally embedded in the hairpin bend pipe (20), and a anticorrosion overlay film (48) having a first overlay film (40) and a second overlay film (46). The first overlay film (40) tightly clings to the peripheral surface of the hairpin bend pipe (20) with a component externally embedded with the radiating fin (15). The second overlay film (46) covers the periphery of the part of the radiating fin (15) contacting with the first overlay film (40) and tightly clings to the first overlay film (40). In this case, the reducing of heat transfer efficiency can be inhibited.
