Zusammenfassung:	The invention discloses a method for transmitting a broadcast message and a device for transmitting and receiving the broadcast message. The method comprises the following steps: a transmitting party determines a client group needing to resolve the contents of public information and carries an identifier of the client group and the contents of the public information to a broadcast message needing to be transmitted; and the transmitting party broadcasts the broadcast message, so that each terminal receiving the broadcast message can judge whether needing to resolve the contents of public information in the broadcast message according to the matching status between an identifier of a terminal group to which the terminal belongs and the identifier of the terminal group carried in the broadcast message.
