Zusammenfassung:	A heat exchanger arranged underground or in water includes: an external pipe (51) installed in the longitudinal direction or in the inclined direction underground or in water; and a heating conductive pipe (80) which is inserted into the external pipe (51) and into which a coolant is introduced to be evaporated. The external pipe (51) contains a thermal medium in a sealed state. The external pipe (51) and the heating conductive pipe (80) are arranged so that the thermal medium in the liquid state is guided by the inner wall of the external pipe (51) and the outer wall of a cooling conductive pipe (52).
