The invention provides a method and device for guaranteeing a media gateway busy hour emergency outgoing call, wherein the method comprises the following steps of: configuring emergency numbers on a media gateway by an emergency number configuration module; dividing an RTP (Real Time Protocol) media channel resource into a common RTP media channel and a special RTP media channel on the media gateway by a special RTP media channel resource configuration module; if the number dialed by a current user belongs to the emergency numbers, confirming the current user as an emergency outgoing call user by an emergency outgoing call identification module; and distributing the special RTP media channel for the emergency outgoing user by an RTP media channel resource distribution module when the common RTP media channel is used up. The invention can ensure that the emergency call can be smoothly carried out when the medial gateway call is busy and the medial resources are insufficient.
