In the mechanism, a clockwise rotary channel and a counterclockwise channel are arranged on a stator; a rotor is arranged in a cavity; a front press end cover and a rear press end cover are arranged at the left and the right of the stator respectively; a clockwise air inlet and a counterclockwise air inlet are arranged at one side of the rear end cover, and are communicated with the clockwise channel and the counterclockwise channel on the stator; the clockwise channel and the counterclockwise channel are communicated with the inner of the cavity from two sides of the rotor respectively; inlets of the clockwise channel and the counterclockwise channel are provided with a check valve respectively, and each check valve is controlled by a valve sphere. The mechanism has the advantages that the conventional one-way entrance is changed into a two-way entrance, the rotor is positioned in a medium state, and the frictio
