In the technical scheme, before the switching from the RPT to the SPT, whether the RPT and the SPT are overlapped is judged by a detection mechanism, and the switching operation is not executed when the RPT and the SPT are overlapped, so the problem that network resources are wasted due to the switching operation when the RPT and the SPT are overlapped can be solved.
