A method for establishing PHS packet data communication with a PHS packet data station initiated by an external data network comprises: a server of the external data network sending a packet data communication request message containing the number of the PHS packet data station to a PHS packet server; the PHS packet server generating a call setup request message containing User to User Information Element and sending it to the PHS packet data station; the PHS packet data station responding to the call setup request message and setting up connections with the PHS packet server; and the PHS packet server assigning an IP address to the PHS packet data station and sending the IP address in a packet data communication response message to the server of the external data network.
