A complicated heat exchanger and a heat exchange pipeline arranged in the hydrogen storage container and an external water temperature adjusting and heating device are avoided, the risk caused by arranging a built-in pressure pipeline is avoided, the heat for heating the hydrogen is circularly utilized, and the aims of energy conservation, high efficiency and safety are fulfilled.
