The concrete preparation method comprises the following steps of: firstly heating the matrix asphalts at 115-135 DEG C; heating and evenly stirring the regenerated oil, the plasticizer and the high-temperature stabilizing agent at 115-135 DEG C and evenly stirring to obtain a mixture; an finally stirring the matrix asphalts and the mixture at 115-135 DEG C and cooling to obtain the modified asphalt regeneration agent. When the modified asphalt regeneration agent is used, aging modified asphalts are firstly taken to heat at 13
