The density range is 8-30kg/m3, the aperture ratio is above 90 percent, and the contact angle of the material surface and water is more than 75 degrees. The material has high oil-absorbing capability, and taking the No. 0 diesel as an example, the oil-absorbing rate of the material is higher than 35g/g. Moreover, the material not only can directly absorb oil, but also can absorb oil floating on the water surface or oil in oil-water mixture. The invention also relates to a method for emergency disposal of oil spillage and other contingencies. When the oil spillage and unexpected incident occurs, the oil-absorbing polyurethane foam material can be rapidly prepared on the accident scene to block and absorb the spilling oil at the accident source.
