The device is suitable for the blast-furnace top pressure equalizing-discharging system which adopts a parallel-tank or three-tank bell-less top charging device and comprises a material tank, a pressure equalizing-discharging system and a secondary pressure-equalizing system, wherein the material tank is connected with a blast furnace through a seal valve, and meanwhile, the material tank is connected with the pressure equalizing-charging system; and the secondary pressure-equalizing system is connected with a pipeline of the pressure equalizing-discharging system.
