When receiving a second memory access event in a first data access operation which is performed by a memory according to a first memory access requirement corresponding to a first memory access event, one of the plurality of memory access requirement generation modules outputs a second memory access requirement corresponding to the second memory access event to the memory after a delay time; and the arbitrator arbitrates the memory access requirements output by the plurality of memory access requirement generation modules.
