The reducing pipe cleaning valve comprises a valve body, a valve spindle, an upstream valve seat, a downstream valve seat, a valve cap, a base, a branch pipe, an upstream flange, a downstream flange, a quick open stop plate, a reducing boosting ring, an isolated sealing drum, fillings, a filling press cover, a sealing ring, each sealing device, and the like, wherein a connecting pipeline is connected with a flange of the valve body by the upstream flange and the downstream flange with different inside diameters to be matched with different pipe diameters; a valve seat adopts the upstream valve seat and the downstream valve seat with different inside diameters to be matched with the receiving and the emitting of a pipe cleaner; and the reducing boosting ring and the isolated sealing drum are key parts for realizing the reducing pipe cleaning function.
