In the method, oxyful and 3-cyclohexenecarboxylic acid-3'-cyclohexene methyl ester (CAS:2611-00-9) are used as raw materials, polymer material chloromethylation styrene resin and polyvinyl chloride resin are used as carriers, grafting quaternary ammonium salt is used as triphase-transfer catalyst, and no organic solvent is present. Under the circumstance of normal pressure and a temperature of 30-80 DEG C, the reaction lasts 1-6 hours, and then the target product, 3,4-epoxycyclohexycarboxylic acid-3'4'-epoxycyclohexyl methyl ester, is obtained.
