The invention relates to a steel plate fixing device and a fixing method for steel plate bonding construction. A steel plate is provided with a hole through which an anti-degumming bolt of a reinforcing component passes; the upper surface of the steel plate is provided with an anti-degumming washer and an anti-degumming nut; a lower nut, a lower washer, section steel, an upper washer, an elastic washer and an upper nut are arranged on the anti-degumming bolt in turn; and a woody wedge is arranged between the steel plate and the section steel. The fixing method comprises the following steps ofcoating the lower surface of the steel plate with steel bonding structural adhesive, installing the steel plate, the anti-degumming washer, the anti-degumming nut, the lower nut, the lower washer andthe like on the anti-degumming bolt in turn, wedging the steel plate and the section steel, channel steel or angle steel by use of the woody wedge, screwing the upper nut and compressing the elastic washer.
