Method and apparatus for adapting velocity

The technical proposal does not specifically identify the primitive in the FC signal, determines the continuous repetition number of the primitive signal, and performs velocity adaptation processing based on the continuous repetition number to simplify the judge manner of the velocity adaptation signal and greatly reduce the realization complexity.
