The invention discloses an early warning system for rail strong wind monitoring, which comprises a strong wind monitoring and controlling data center, a plurality of strong wind monitoring points, a DMIS network and a TMIS network, an exchange server which connects the DMIS network and the TMIS network at same time, a train dispatching center and a monitored train, wherein the strong wind monitoring and controlling data center real-timely gets wind speed data from a plurality of strong wind monitoring points; the strong wind monitoring and controlling data center gets real-time operation information and train marshalling and type information of the monitored train from the DMIS network and the TMIS network through the exchange server; the strong wind monitoring and controlling data center sends a real-time speed limit command to the train dispatching center which transmits the real-time speed limit command to the monitored train.
