The invention provides a method for module measurement of a new station according to parameters of the actual position of planning station address, hanging height of antenna and transmitting power, etc., preestimating the signal covering condition and the traffic absorbing condition after the planning base station is started, providing reliable reference to benefit evaluation of the base station construction, through neighbouring area calcualtion and cell coverage calcualtion, planning a new station by traffic preestimation to reducce the blindness of planning base stations and improve the input-output ratio; or else, adjusting the station address of the planning base station according to the traffic preestimation.
