Zusammenfassung:	To securely return a ticket without bending nor braking the ticket and to facilitate maintenance by connecting a standby part where a ticket is held to a conveyance path for the indrawn ticket and storing or returning the indrawn ticket after holding it at the standby part. An issuing device for tickets which holds or returns the indrawn ticket has the conveyance path for conveying the ticket, a stack part 27 which is connected to the conveyance path and stacks and holds the ticket, and the standby part 10 which is connected to the conveyance path, and is configured to hold or return the indrawn ticket after holding it at the standby part 10.
