Zusammenfassung:	As a means to completely eliminate winning-lottery-ticket theft and to ensure prizes are awarded to legitimate winners, Lottery Corporations, or any third party entity working in conjunction with the Lottery Corporation (hereinafter known as 'the Issuer'), would provide Membership Cards or Personal Identification Cards to lottery participants. In coordination with a computerized database, Personal Identification Cards would provide accurate identification of ticket owners and therefore the rightful recipients of any potential winnings. Such identification would effectively stop winning-lottery-ticket theft, money laundering associated with winning lottery tickets and misidentification of the rightful winner. Essentially, this system offers lottery participants total protection from theft or loss of winning lottery tickets.
