Zusammenfassung:	Provided is a method that can increase the practicality and improve the production efficiency of the manufacture of a carboxy-containing water-soluble polymer by means of precipitation polymerization. The provided method consists of successively adding, to a reaction vessel containing an inert solvent, a monomer solution comprising a monomer component dissolved in an inert solvent at a concentration of 20-50% by volume. Said monomer component contains an a,ß-unsaturated carboxylic acid. The amount of inert solvent that the reaction vessel initially contains is set such that, when the monomer solution is added, the resultant concentration of the monomer component is 10-24% by volume. The amount of time until all of the monomer solution has been added is set such that, at the point in time at which the last of the monomer solution has been added, polymerization of the monomer component is at least 60% complete. The monomer component may also contain a polymerizable compound having two or more ethylene unsaturated groups.
