Zusammenfassung:Provided is a dynamic image encoding device including a direct vector check unit (34) and a compensation predicted image generation unit (35).  When a unit region starting from a pixel position indicated by a direct vector predicted by a direct vector calculation unit (33) includes a region outside the image, the direct vector check unit (34) removes the direct vector from vectors as averaging objects.  The motion compensation predicted image generation unit (35) generates a motion compensation predicted image by averaging pixel values of the unit region starting from the pixel position indicated by one or more direct vectors remaining among the vectors as averaging objects without being excluded by the direct vector check unit (34).
