A wireless resource information acquisition section (131) outputs space area information to the space area assignment section (121) of an RLC process unit that has the highest priority among the RLC process units to which notification of the space area information of the MAC-PDU is not delivered. A MAC-PDU generation section (132) multiplexes the RLC-PDUs according to the assigned area indicated in the notification from the space area assignment section (121) of each of the RLC process units (120-1 to 120-n).
