A cover (12) is arranged above a liquid face (10). The cover (12) has a dome shape. Thus, a liquid column (11) is made to collide with the cover (12) and the cover (12) restricts height of the liquid column (11). Drops of the liquid column are guided to a periphery of the liquid column (11) and the drops of the liquid column (11) can be dropped to the liquid face (10) in a position detached from the liquid column (11).
