A fuel cell includes an electrolyte membrane (110), a cathode electrode l ayer (130) disposed at a surface of the electrolyte membrane (110), and an a node electrode layer (120) disposed at a surface of the electrolyte membrane (110) opposite to a surface facing the cathode electrode layer (130). At le ast one of the cathode electrode layer (130) and the anode electrode layer ( 120) includes a first catalyst layer (131) disposed at an interface with the electrolyte membrane (110), and a second catalyst layer (132) disposed at a surface of the first catalyst layer (131) opposite to a surface facing the electrolyte membrane (110). The first catalyst layer (131 ) is configured to contain a catalyst not supported on a earner and not to contain a catalyst supported on a carrier. The second catalyst layer (132) is configured to con tain a catalyst supported on a carrier.
