The membrane may be an expanded polytetrafluoroethylene membrane (12). The thermoplastic elastomer may be polyurethane (42). The non-continuous application of thermoplastic elastomer on a side of the membrane (16) may include an application of thermoplastic elastomer that covers a portion of the surface area of the membrane (16) and leaves th e remainder uncovered.
