The core is preferably an absorbent paper web, while the outer layers a e preferably apertured nonwoven fabrics having defined properties. The wiping device is strong, absorbent, and will retain sufficient water after manual wringing to clean soiled surfaces, and will leave the cleaned surface essentially dry.
