Zusammenfassung:A binding agent based on ground cement clinker having a specific surface area greater than 150 m2/kg, setting at temperatures below +8.degree.C and containing as admixtures water and at least 0.0025 weight percent of a compound based on lignosulfonates, calculated on the total amount of cement clinker, and, optionally, further admixtures necessary for the preparation of mortars and concretes, which consists of 5 to 99.94 weight percent of cement clinker having a specific surface area of 250 to 3000 m2/kg and containing 5 to 95 weight percent of particles of a size of up to 5 micrometers, and of 0.05 to 80 weight percent of formation water, calculated on the total amount of cement clinker. The binding agent of the invention may be used in a broad temperature ranging from +8.degree.C to -40.degree.C.
