Low friction plastics moulded bracket 26 on horizontal support 29 has a boss 32 with a spherical socket 34 into which fits spherical segment 39 of pendulum 25 allowing the latter to swing through angle # e.g. 3¢‹ each side of the vertical without bar 19 being raised by spherical surface 41. Beyond this angle, recess 44 pivots on boss 32 and surface 41 diametrically opposite the pivot point raises bar 19 to engage ratchet teeth 18.
