A nitriding layer consisting of nitrogen diffusion layer is formed on the outer peripheral surface or inner and outer peripheral surfaces of side-rail steel. The surface is free of compound layer. Hard grain-boundary phases (intergranular phases) are not present at least in the surface region of the side rail.
