Zusammenfassung:	The device is applied in astronomy, in particular for monitoring of artificial Earth satellites. It has a simplified construction and is working with high accuracy. The construction contains a submitting and receiving telescope with parallel optical axes, situated on a base and a first reflecting optical element. The submitting telescope consists of a radiator and an outgoing lens, while the receiving telescope - from an incoming objective and receiver. The device has a second and third optical element. Telescopes may be attached via several means. The same is valid for the device for rotation, the radiator and receiver.
