The shackle has a weakening groove. A finger gripping loop member extends about the flag both of which are flexible for receiving a finger. The gripping loop member provides enhanced finger gripping of the seal to pull on the seal to fracture the seal at the shackle weakening groove with an increased tensile load than otherwise possible. |
