A dual electric layer capacitor comprising two electrodes of which one or both are polarizable, liquid electrolyte, and a separator, CHARACTERIZED in that the degree of filling the pores of the separator and of both electrodes with electrolyte falls within 90 and 40% of a total space of the pores.
