[Problem] To provide a better program creation and debugging environment. [Solution] According to an embodiment of the present invention, this information processing system comprises at least one server device and a plurality of client devices, and creates and debugs a control program to be executed by a control device. The server device operates from the plurality of client devices, in a cloud environment via a network. A virtual machine is configured in the cloud environment. In the virtual machine, the control device is virtually configured as a virtual control device, the control program is compiled, and the control program is executed by the virtual control device. The client devices each transmit, to the server device, a request for the control program to be compiled by the virtual machine, and transmits, to the server device, a request for the contents of the control program to be executed by the virtual control device.
